Pillars of Governmental Environmental Public Health

Environmental public health (EPH) professionals play a crucial role in

safeguarding public health and ensuring the well-being and prosperity

of our communities. Local governmental EPH programs employ a significant

number of dedicated professionals who work tirelessly to protect

the food we consume, the air we breathe, the water we drink, and

the environments in which we live, work, and play. The importance of

local governmental EPH programs cannot be overstated, as they contribute

to the overall health of the public and serve a vital function in

national security.

Research has consistently demonstrated the positive impact of local

health department (LHD) activities and investments on reducing the incidence

of EPH-related diseases (Bekemeier et al., 2015; Fan et al., 2020).

Moreover, senior leadership at both state and local health departments

has recognized the essential nature of EPH services (Leider et al., 2015).

Despite the crucial role EPH professionals play in promoting and protecting

public health, national guidance on the optimal structure and organization

of local EPH departments is absent.

The absence of a standardized framework for local EPH departments

poses significant challenges for EPH officials seeking to secure the necessary

resources, including staff, funding, and equipment, to effectively

carry out their duties. Without clear benchmarks and guidelines, EPH

programs struggle to justify their needs, potentially compromising the

health, safety, and prosperity of the communities they serve. To address

this gap, this guide presents scalable program guidelines that can be

adapted to meet the diverse needs, resources, and organizational structures

of EPH departments across different jurisdictions, while maintaining

essential standards for protecting community health.

CPH EXAM ELIGIBILITY

Other bachelor’s or graduate degree and at least three to five years of public health work experience.

WHAT IS THE CPH

The Certified in Public Health (CPH) exam is administered by the National Board of Public Health Examiners (NBPHE). The CPH credential is the only credential of its kind for public health professionals that demonstrates knowledge of key public health sciences and a commitment to the field through recertification continuing education earned by engaging in a variety of public health related activities focused on current and emerging public health issues. CPH professionals raise the bar and enhance the public health profession through their exemplary academic and leadership skills.

CPH EXAM CONTENT

The 200 question CPH exam covers the areas of knowledge relevant to contemporary public health. The content outline of the exam has been modified based on a recent Job Task Analysis.

The Uniformed Services Environmental Health Association (USEHA) proudly announces its annual Technical Educational Program and Business Meeting to be held during the NEHA Annual Educational Conference (AEC) & Exhibition (see: https://www.neha.org/aec). The specific location/room for the USEHA presentations is to be determined.

USEHA is seeking presentations that address the latest advances and concerns in environmental/public health that are associated with the uniformed services. The areas of interest cover the broad spectrum of environmental health disciplines to include, but are not limited to, base, post, and installation activities; field and line activities; research and development initiatives; deployments; and other related areas.

The technical presentations are designed to educate and inform people with an interest or career in environmental/public health (which includes Force Health Protection), build contacts, exchange information, and discover new and practical solutions to environmental health issues. Practical applications in the uniformed services will be emphasized along with the latest in proven emerging technologies. Recent research activities in the environmental/public health area are also of interest.

Please come and share the knowledge and expertise of our uniformed services and profession.

Call for USEHA Volunteers

Dear USEHA Members,

We are currently seeking committed volunteers to step into several key roles as part of the Executive Committee transition during the July 2025 NEHA Annual Educational Conference (AEC). These positions are two year terms from July 2025 to July or August 2027 when the NEHA AEC occurs. These positions play a crucial role in the success of Uniformed Services Environmental Health Association (USEHA). If you're passionate about supporting the mission and working collaboratively with other uniformed service members, we encourage you to consider applying for one of the following positions:

1. United States Coast Guard (USCG), United States Army (USA), National Oceanic Atmospheric Administration (NOAA), and Retiree Service Representative

Description of Duties: The Service Representative will represent their members of the Uniformed Service. The Service Representative will participate in the general membership meetings. The role requires a commitment to attending at least half of the meetings annually to maintain the position and finding a presenter within their Uniformed Service once annually to provide a 1-hour continuing education presentation on environmental health to USEHA general membership. The volunteer term length is for 2 years to coincide with the executive council term.

2. Webmaster and Social Media Manager (Two Positions)

Description of Duties: Managing the USEHA website, managing the USEHA Facebook/LinkedIn pages, maintaining association records, and communication and membership management. For the website, USEHA uses an easy-to-learn platform, Wild Apricot. Additional information can be found here: https://www.wildapricot.com. Experience as a Webmaster is not needed as the platform is easy to learn. The volunteer term length is for 2 years to coincide with the executive council term.

3. Programs Committee (One Position)

Description of Duties: The Committee Lead will shape the educational opportunities offered throughout the year. This position involves coordinating the bi-monthly continuing education sessions with the service representatives, organizing our annual education conference at the National Environmental Health Association (NEHA) Annual Education Conference (AEC), and solicit/manage the call for abstracts for NEHA AEC. The Committee Lead is strongly encouraged, but not required to go to the annual NEHA AEC. The volunteer term length is for 2 years to coincide with the executive council term.

4. Strategy Committee (One Position)

Description of Duties: The Committee Lead will collaborate closely with other Committee Leads, Service Representatives, and the Executive Council to design and implement a comprehensive plan aimed at expanding USEHA's activities to enhance membership engagement. The Committee Lead will also continue engagement with NEHA state affiliates to allow USEHA members to participate/present in their annual environmental health conferences. The volunteer term length is for 2 years to coincide with the executive council term.

5. Membership Committee (One Position)

Description of Duties: The Committee Lead will be developing strategies for recruitment, retention, and active involvement within the 8 uniformed services. This will also include outreach to uniformed service members, military installations, and universities in the local area where the annual NEHA AEC will be to make them aware of USEHA and the USEHA room at the NEHA AEC. The volunteer term length is for 2 years to coincide with the executive council term.

6. Constitution and By-Laws Committee (One Position)

Description of Duties: The Committee Lead will contribute to the ongoing review and refinement of USEHA’s governing documents. This individual will work to ensure that the Constitution and By-Laws remain relevant, effective, and in alignment with the USEHA's goals. The role requires an understanding of the current documents and the ability to propose amendments or updates when necessary. The volunteer term length is for 2 years to coincide with the executive council term.

7. Nominating Committee (One Position)

Description of Duties: The Nominating Committee plays an essential role in the selection of candidates for elective office within USEHA. This individual will help identify at least two candidates for each major office, including President-Elect, Vice President, and Secretary/Treasurer. The Nominating Representative will also ensure that nominees meet the eligibility requirements and have submitted the necessary paperwork, including a signed statement of willingness to serve. This role is vital in ensuring that the election process remains fair, transparent, and well-organized. The volunteer term length is for 2 years to coincide with the executive council term.

Session Description:

LT Sydney S. Taylor will provide an overview of the Vessel Sanitation Program. LT Taylor has served with distinction in the United States Public Health Service (USPHS) for three years, demonstrating a strong commitment to public health and community service. LT Taylor currently works for the Vessel Sanitation Program at the Centers for Disease Control and Prevention. Sydney works daily to protect U.S. borders from communicable disease through prevention and control of the introduction, transmission, and spread of gastrointestinal (GI) illnesses on cruise ships which requires 70-80% travel (including international travel). During her previous days, she worked at the U.S. Food & Drug Administration serving as a consumer safety officer for the Human & Animal Food Operations in San Diego, CA.

LT Taylor attended the University of Kentucky and received a Bachelor of Public Health Degree and an Indiana University Master in Public Health degree. LT Taylor received the 2021 Lyman T. Johnson Public Health Award from the University of Kentucky, College of Public Health for her early career achievements and service in public health as an esteemed alumnus. In May 2024, she was recently awarded the Career Mastered Women Empowerment, Emerging Leader Award which highlighted her achievement as an officer. Sydney is a valued USPHS colleague, a champion for public service, and an ally to young girls seeking careers in Public Health.

SSG Luka Ndungu will provide an overview of the Uniformed Services University of the Health Sciences (USUHS). SSG Ndungu is a Ph.D. candidate in Occupational and Environmental Health Sciences (OEHS) at USUHS. With expertise in environmental pollution, particularly water quality, he has made significant contributions to the field by publishing his scientific work that evaluates the impact of harmful algal blooms on freshwater ecosystems. SSG Ndungu holds an MS degree in Environmental Science from Florida Gulf Coast University and is currently focused on evaluating the effects of harmful algal bloom metabolites on mosquito life history parameters. He is the first enlisted Soldier to lead the pursuit of a Ph.D. in Occupational and Environmental Health Sciences at USUHS.

What: ER310: Food Safety Issues in the event of Disasters

When: Monday, July 15th (0900–1500)

Target Audience: EHOs with minimal experience responding to food safety disaster events. Participants must take the asynchronous version of ER310 before attending this exercise.

Cost: Free, Pre-Registration Required

Description:

Join us in exploring the challenges of food safety after a disaster in a practical activity at this year’s AEC. There will be a hands-on activity taking place on July 15th, in Pittsburgh, PA, before the start of the 2024 Annual Education Conference & Exhibition (AEC). This activity is an opportunity for learners to apply knowledge to a practical experience that requires critical and creative thinking.

This course is free, but you will need to do some prep work to be able to attend. It is all self-paced and will help you make the most out of the in-person course at the AEC. Sign up for both the asynchronous course and the practical activity. Or find out more about the program. You do not have to attend the NEHA AEC to participate in the tabletop exercise, but it is highly encouraged.

2024 NEHA Annual Educational Conference Scholarship

We are pleased to announce that the Uniformed Services Environmental Health Association (USEHA) will offer a scholarship for full conference registration to the 2024 National Environmental Health Association (NEHA) Annual Educational Conference, including the USEHA Educational Sessions and annual business meeting.

This year's NEHA conference will be held in Pittsburgh, PA from July 15-18, 2024. This is a great opportunity to attend the conference and acquire continuing education credits, network with fellow environmental health professionals, and learn about the latest innovations and research in environmental health practice.

The scholarship includes:

Full conference registration paid directly to NEHA.
$500 stipend paid directly to the scholarship recipient to put towards lodging, meals, and other incidentals.

Scholarship applicants must be a USEHA member in good standing with our organization.

Members of the USEHA Executive Council are NOT eligible.

To apply for the scholarship, submit a statement of purpose (less than one page) indicating what you hope to gain from attending the NEHA conference. Include your name, rank, branch of service, and contact information. Submit your statement of purpose to LCDR Amanda Schaupp at schaupa13@gmail.com by May 24, 2024. All applications will be reviewed by the USEHA Executive Council, and a scholarship recipient selected and notified by June 7, 2024.

We are now accepting self-nominations for the following positions in the upcoming 2023 USEHA Officer Elections:

President-Elect: Term as President-Elect begins July 2023. This person commits to serving as the President beginning in around July of 2025. The individual may be from any Uniformed Service, including retirees, except Public Health Service, as the current President-Elect is a PHS officer.
Vice President: Individual may be from any Uniformed Service, including retirees; term begins July 2023.
Secretary/Treasurer: Individual may be from any Uniformed Service, including retirees; term begins July 2023.

Environmental Health Training in Emergency Response - Feb 26 - Mar 04 & May 21-27, 2023

The Federal Emergency Management Agency’s (FEMA) Center for Domestic Preparedness (CDP) will be holding an Environmental Health Training in Emergency Response (EHTER) Operations course on February 26 - March 04 & May 21-27, 2023 at its training facilities in Anniston, AL. The EHTER Ops training is a five-day course which provides participants with the operations-level knowledge and skills needed to respond to incidents of natural- or human-caused disaster and to use appropriate protocols and equipment to achieve mission objectives. Participants are trained to assess a variety of environments, determine risks, plan for a team response, select equipment and instrumentation appropriate to the event, perform the required tasks according to environmental health response protocols, and perform reporting and follow-up as instructed. This is a hands-on application-based course where participants conduct responses to simulated disaster events. Participants address environmental health issues related to sewage contamination, emergency shelters, water contamination, mass feeding, environmental contamination, responder safety and health, Personal Protective Equipment (PPE), and building hazards. There is no cost to attend for those from state, local, tribal, and territorial jurisdictions. Federal responders are required to pay tuition, travel, food, and lodging. 31st Annual Joint Safety and Environmental Professional Development Symposium

Greetings,

The Naval Safety and Environmental Training Center presents the 31^st Annual Joint Safety and Environmental Professional Development Symposium (PDS) convening April 17-21, 2023. The PDS is a professional development opportunity for Department of Defense uniformed and civilian professionals to share innovative ideas, new trends and information in areas of safety and occupational health, environmental protection, and industrial hygiene. The event is hosted using a virtual conferencing tool and is provided at no cost to presenters or attendees.

The 30th Annual Joint Safety and Environmental Professional Development Symposium provided 100+ educational sessions to more than 2,900 registered participants from 50 states, one United States territory, and 35 countries. Participants’ backgrounds ranged from safety, industrial hygiene, environmental, occupational health, public health, radiation health, and occupational medicine.

The conference planning team is looking for claimant meeting sponsors and breakout session presenters. All meetings and sessions will be hosted virtually, allowing presentations from across the globe. All meetings and sessions will provide users a certificate of attendance documenting continuing education credits earned. Claimant meeting sponsors and breakout session presenters will be assigned a PDS point of contact to assist before and during the event. Training on how to use the technology to present content and engage a virtual audience will be provided.

Breakout Presentations from all government, industry, and academic agencies will be considered. Please note, we are not accepting presenters requesting presenter fees. No compensation will be provided. Presenters have the opportunity to reach a large target audience during their virtual session. The average session attendance has been over 100 participants for several years. Presentations may cover anything within the following broad topics:

Health and Safety for Disaster Response and Recovery
Industrial Hygiene
Occupational Medicine
Occupational Safety and Health

In Preparation for 2023 NEHA AEC, the USEHA EC has established the following efforts:

Invite a Keynote speaker for the 2023 NEHA/USEHA day
Coordinate with Dr. Dyjack (NEHA Executive Director) to ask for a letter of support for services to attend NEHA conference
Organize a social event for USEHA
Reach out to Environmental Health (EH) students/professionals from local school and military bases to let them know about NEHA/USEHA and invite them to attend NEHA
USEHA booth/poster at NEHA
Share USEHA day with our various networks, ex. USPHS EHO PAC
Develop a USEHA informational presentation for uniformed services to present at USEHA

Other USEHA priorities for this operational year:

Recruit at least 1 (maybe 2) professional presenter to present on technical topics – such as GIS mapping, epidemiology or a current topic in EH
Sharing of training and educational information for growth to others within EH
Research way to support USEHA members in pursing/achieving their REHS

USEHA will solicit volunteers to help with these efforts in early 2023.

The following changes to the Constitution and By-Laws of the Uniformed Services Environmental Health Association have been proposed. The existing language is given first followed by the proposed language, with a brief explanation as to why the change is being sought.

BY-LAWS: ARTICLE II – SERVICE REPRESENTATIVES

Existing Language: One Service Representative from each Uniformed Service will be appointed by the President. One additional Service Representative shall also be appointed to represent retired members of the Association. Service Representatives will be appointed for a term of two (2) years and may be reappointed for one additional term.

We have received official confirmation that the NEHA board of directors has, after careful deliberation centered on COVID-19, made the difficult but necessary decision to cancel the 84th Annual Educational Conference (AEC) & Exhibition scheduled for July 13–16 in New York City. In the meantime, be sure to mark your calendar for the 2021 AEC in beautiful Spokane, Washington, July 12-15, 2021.

For your information:

Registration: All 2020 AEC conference registrations, preconference workshop registrations, and special event registrations will automatically be refunded. Full registration refunds will be made based on when NEHA received the most recent payment. Once your registration cancellation is processed, you will receive confirmation via e-mail. You do not need to contact NEHA to initiate the refund process.
Hotel and Travel: Please cancel any personal arrangements you have made, such as travel and housing reservations at the Sheraton New York Times Square or any secondary hotel. The Naval Safety and Environmental Training Center presents the 28th Annual Joint Safety and Environmental Professional Development Symposium (PDS) convening April 6-10, 2020. The PDS is a professional development opportunity for Department of Defense uniformed and civilian professionals to share innovative ideas and new trends and information in areas of safety and occupational health, environmental protection, and industrial hygiene. The event is hosted in an online venue using the web conferencing tool Adobe Connect and is provided at no cost to presenters or attendees.

The 27th Annual Joint Safety and Environmental Professional Development Symposium provided 100+ educational sessions to more than 1750 registered participants from 50 states, one United States territory, and 23 countries. Participants backgrounds ranged from safety, industrial hygiene, environmental, occupational health, public health, radiation health, occupational medicine, and energy. The conference planning team is looking for claimant meeting sponsors and breakout session presenters. All meetings and sessions will be hosted via Adobe Connect allowing presentations from across the globe. Claimant meeting sponsors and breakout session presenters will be assigned a PDS point of contact to assist before and during the event. Training on how to use the technology to present content and engage a virtual audience will be provided.

Claimant meetings provide up to 25 different organizations the opportunity to host a one-day conference on April 6, 2020. This time will allow organizations the opportunity to host sessions specific to their organization. Topics can range from trending issues, updates, training, etc. The meeting sponsor will be responsible for the agenda and content presented during the meeting. This summer the USEHA will be celebrating the 50th Anniversary of its existence as an affiliate of the National Environmental Health Association in Nashville Tennessee. We will enhance our usual annual Educational Session and Business Meeting by having a reception to celebrate USEHA, its members, and our exceptional contributions to the Environmental Health profession.

The Indian Health Service Retired Engineer/Environmental Health Officer Reunion is set for May 21^st, 2019 in Laughlin, Nevada. This invitation is open to anyone, who worked for the INDIAN HEALTH SERVICE, as an engineer, sanitarian or environmental health officer. Please come join us to reminisce with old friends and co-workers.

The day will be spent remembering the history of the agency and the many fine persons that served. It is also an opportunity for recent retirees to hear of the efforts of the early officers in the formative years of the program. We also anticipate hearing updates on the current engineering and environmental health program in I.H.S.

The reunion will be held at the Tropicana in Laughlin, N.V. on Tuesday May 21st. Rooms are blocked for arrival on Monday the 20th to Wednesday the 22nd for departure. Dr. Welford C. Roberts (LTC, U.S. Army Retired) Receives Presidential Citation from NEHA

USEHA Member, Dr. Welford C. Roberts (Lieutenant Colonel, U.S. Army Retired) was presented a citation from Mr. Bob Custard, NEHA’s outgoing president, for his leadership of the NEHA Endowment Fund Board. The citation was presented at NEHA’s Annual Conference in San Antonio, TX this past June. Dr. Roberts is leading a six-member board composed of three NEHA National Officers and three NEHA Past Presidents. They are reevaluating the structure, purpose, and use of the fund to make recommendations that benefit the organization and its member. Dr. Roberts is a Past NEHA President, a former U.S. Army Environmental Science Officer, and currently leads USEHA educational and strategic planning efforts.

The call for abstracts has gone out for the USEHA Technical Educational Program to be held at the NEHA Annual Educational Program and Exhibition in San Antonio, TX, June 13-16, 2016. USEHA is seeking presentations that address the latest advances and concerns in the unique area of environmental/public health that are associated with the uniformed services. The areas of interest cover the broad spectrum of environmental health disciplines to include, but not limited to: base, post, and installation activities; field and line activities; research and development initiatives; deployments; and other related areas.

The Walter S. Mangold Award, which was established in 1955, was first awarded to Walter Mangold in 1956 for his lifetime dedication to upgrading the professional education and performance of sanitarians; to raising the standards of the environmental health practitioner, and professionalizing the individual, throughout the country; and for innovating his many brilliant programs that helped shape the environmental health profession throughout the world.

Now, more than fifty-five years later, the Mangold Award continues to recognize individuals for outstanding contributions to the advancement of the environmental health professional. These contributions include, but are not limited to, promoting the art and science of environmental health through the development of innovative programming, which can be used to resolve environmental health problems in a multitude of areas, including at the national level; acting as a mentor and role model for peers and others; preventing disease and injury and promoting good health in communities, utilizing the highest standards of modern environmental health practices; and continually urging others to improve by use of all forms of modern communication.

Please take the time to congratulate Welford on his selection for this well deserved award.
